Heat olive oil in a large pot over medium heat. Add the chopped onion and garlic and sauté for 3-4 minutes until softened.
Add the halved Brussels sprouts and diced potato (if using). Stir and cook for 5 minutes until slightly tender.
Pour in the vegetable or chicken stock and bring to a gentle boil. Lower the heat and simmer for 15 minutes, until the Brussels sprouts and potatoes are completely soft.
Use an immersion blender to puree the soup until smooth. If using a regular blender, blend in batches and return the soup to the pot.
Stir in the cream (if using) and season with salt, black pepper, and a pinch of nutmeg. Simmer for 2 more minutes to warm through.
Ladle the soup into bowls and garnish with grated Parmesan, croutons, or crispy bacon bits if desired. Serve warm.
